Internal trade of the aforesaid foodstuffs shall be authorized exclusively by decision of the heads of regional administration and local self-government. Trade of foodstuffs pertaining to state food reserves shall be carried out exclusively through tenders. The list of foodstuffs destined for state food reserves includes meat, sugar, flour, grains, macaroni products, vegetable oils, tea, butter, margarine, infant food and food for dietary uses.
