Equipment and pipelines covered by this Regulation shall be classified in 3 safety classes. It shall be applicable to radiation risk factors dangerous for staff of nuclear power plants, population and environment originating from operation of nuclear power plants, nuclear disasters and mitigation of the consequences thereof. Authorization for operation of nuclear power plants shall be issued to nuclear power plants complying with nuclear and radiation safety criteria set by this Technical regulation. Each case of failure, damage, defect, trouble or disaster at nuclear power plants shall be reported to the authorized state institution in the sphere of nuclear energy. Administrative authority of each nuclear power plant shall validate Instruction on radiation and nuclear safety, containing provisions on radioactive waste management and disposal, before putting to operation nuclear power plants.
