Its establishes that environmental protection arrangements shall include technological, technical, organizational, social and economic measures aimed at environmental protection and qualitative improvement of environment. Environmental protection arrangements must conform to the following criteria: (a) ecological safety; (b) improvement of various environmental components (atmospheric air, ozone layer, water, soil, subsoil etc.); (c) stabilization of ecosystems; (d) prevention of environmental damage; and (e) ecological education.
