Abstract

The present Regulation determines the procedure of inspection, supervision, analysis, investigation and disinfection of materials subject to quarantine, including issuing phytosanitary and quarantine certificates. All the materials subject to quarantine control that are imported, exported or transit through the territory of Ukraine must pass control by the state inspectors of the State Plant Quarantine Service. Import of materials subject to quarantine containing quarantine and other pests. Such freight shall be detained for the disinfection period and returned to freight forwarder. Inspection shall include quarantine supervision and selection of samples for phytosanitary expertise for the purpose of definition of compliance of the quarantine materials with the phytosanitary requirements currently in force. Phytosanitary control shall be carried out by the state inspectors at the border and henceforth the quarantine materials shall be used after the apposite note by the state inspector on the accompanying forms. Quarantine materials shall be exported in the presence of phytosanitary certificate issued by the state inspector for each lot transported by one carrier. Phytosanitary certificate shall be issued as a consequence of inspection of plants during the vegetation, storage points thereof and phytosanitary expertise. Phytosanitary expertise shall include entomological, phytopatological, helminthologic, botanical and virological analysis for the purpose of exposure of pests, plant pathogens, hook-worms and weed seeds, definition of the species of exposed pests and pathogens and preparation of the conclusions as regards quarantine significance of the exposed pests and pathogens.
