The purpose of technical regulation shall be to prevent risks and damages to human life and environment. It establishes compulsory compliance of marine vessels and marine harbour facilities with technical requirements ensuring safe navigation and servicing thereof. Technical equipment installed on board of marine vessels and technical equipment of harbour facilities shall comply with ecological, biological, hydrometeorological and chemical safety requirements. Vessels transporting explosive cargo shall conform to the provisions of Convention for the Safety of Life at Sea (1974). In order to prevent oil pollution from ships shall be envisaged collection and storage on board of oil containing water and petroleum pitch. Full text Russian Website www.garant.ru
