The criteria shall be set as follows: (a) reduction of organic substances in arable land by 15 percent and over; (b) reduction of inorganic acidity in acid soil by 10 percent and over; (c) increase of alkalinity in black alkali soli by 10 percent and over; (d) reduction of labile phosphorus by 25 percent and over; and (e) reduction of exchange potassium by 25 percent and over.
