Article one authorizes the cultivation of rice in the provinces mentioned in the table attached to this Decree depending on their sizes. Article 2 sets forth the establishment of committees of the central departments of water resources and irrigation, and the central departments of agriculture and land reclamation in the governorates designated to prepare blueprints for the authorized cultivation areas. This Decree prohibits the cultivation of rice in non-authorized areas according to the Law of Irrigation and Drainage ; violations to the provisions made in this Decree will be penalized according to the executive regulations to the Law of Irrigation and drainage especially for the excess use of water .
