Abstract

This Ministerial Decree implements the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). It establishes that that the authorized administrative body supervising over the fulfilment of the obligations of the Russian Federation as regards the aforesaid Convention shall be the Federal Veterinary and Phytosanitary Service and the scientific supervisory body shall be the “Pan-Russian Scientific Research Institute of Fisheries and Oceanography”. The Federal Veterinary and Phytosanitary Service shall issue import and export authorization for sturgeon species and derivates thereof, including caviar. The decision of export quota setting for sturgeon species, sturgeon fish products and caviar shall be validated annually by the Russian government. The export quotas shall not be applicable to the fertilized spawn, artificially bred sturgeon species and derivates thereof. Export of sturgeon species, derivates thereof and caviar, and also trade of the aforesaid products in duty free shops shall be authorized exclusively in specially labelled packages.
