Abstract

The Government, for the purpose of ensuring implementation of Vienna Convention and Montreal Protocol, decrees to validate immediate arrangements. Ministry of Environmental Protection and Natural Resources is authorized institution entitled with the task of the realization of immediate arrangements. The Government establishes that beginning from the 1st of January 1996 import-export of ozone depleting substances and produces containing them into and from the states that are the Parties of Vienna Convention and Montreal Protocol must be carried out in accordance with licences. Import into the Russian Federation of ozone depleting substances and produce containing them from the states that are not the Parties of Vienna Convention and Montreal Protocol and export from the Russian Federation of ozone depleting substances and produce containing them into the aforementioned states are prohibited.
