Abstract

This Ministerial Decree shall be applicable to virulent poisonous substances used in agriculture and veterinary. Many of the aforesaid hazardous substances can have negative environmental impact. Authorization for management of virulent poisonous substances shall be issued by the Ministry of Public Health and all the activities related thereto shall be posted under the supervision of the Ministry of Interior except for virulent poisonous substances used in veterinary for which no authorization shall be required. Import of virulent poisonous substances shall be licensed. Application for storage of virulent poisonous substances shall contain the following documentation: (a) quantity of substances; (b) availability of storage facilities; (c) list of personnel having access to substances and availability of security services; and (d) copy of the order of the head of the organization appointing the person in charge of storage. Storage facilities shall be specifically equipped for storing hazardous substances. Storage of hazardous substances in the open air shall be prohibited. Authorization of the Ministry of Interior shall not be required for the transportation of virulent poisonous substances by rail.
