Governmental bodies shall be granted the right to prohibit: (a) fire making during dangerous fire season; (b) abandonment of cigarette butts and blazing matches; (c) use of inflammable patching during hunting; (d) abandonment of inflammable substances and materials; and (e) petrol refill with running motor. Grass burning in the forests of the state forest fund and nearby areas shall be prohibited. In case of timber extraction for the protection and conservation of undergrowth and young forest fireless methods of land clearing shall be used. Improvement cutting shall have as its purpose the following: (a) conservation and improvement of protective properties of forests; (b) improvement of forest species composition; (c) improvement of quality and sustainability of vegetation; (d) improvement of sanitary state of forests; (e) improvement of fructification; and (f) raising timber output and reducing growing period. Hay harvesting and grazing in the forests shall be carried out on reserved areas. Grazing shall be authorized in all the forests and on all land areas of the state forest fund except for protected areas, walnut forests, sanitary protection forest belts and anti-erosion forests.
