The purpose shall be to protect consumers’ rights by ensuring safety of imported commodities and in particular foodstuffs. It shall not be applicable to products subject to state sanitary quarantine and in particular to foodstuffs imported by legal persons for personal use not related to entrepreneurial activity. Each lot of produce subject to state sanitary quarantine inspection shall be accompanied by: (a) commercial and transport documents; (b) phytosanitary certificate; and (c) import authorization. Federal Supervision Service on Protection of Consumers’ Rights and Human Well-being shall be public competent body authorized to carry out state sanitary quarantine inspection. In case of prohibition of import due to non-compliance of products with safety requirements as a result of state sanitary quarantine inspection an official of the Federal Supervision Service on Protection of Consumers’ Rights and Human Well-being shall imprint “Import prohibited” on the accompanying documents and affix official personal seal bearing identification number of the official.
