Ministerial Decree No. 490 establishing regulatory measures for the manufacture and consumption of ozone-depleting substances in the Russian Federation.

This Ministerial Decree implements the 1985 Vienna Convention for the Protection of the Ozone Layer and the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer. It establishes that, as from 1 August 1999, ozone-depleting substances shall be manufactured in accordance with quotas set by the State Committee on environmental protection, in agreement with the Ministry of Economy.
