The main tasks of the Ministry shall be: 1) organization and carrying out the arrangements aimed at the protection of the population and territory against the consequences of the potential emergencies and disasters, prevention, localization and liquidation thereof; 2) creation of the early warning system. The Ministry shall carry out the following functions: 1) information of the state bodies and the population of the natural disasters, emergencies, industrial accidents and the consequences thereof; 2) elaboration and validation of the instructions and regulations in the fields pertaining to its sphere of competence; 3) supervision over the observance of the environmental legislation.
