Abstract

The Ministry of Emergencies and Civil Protection is the state institution entitled to carry out the common state policy and the arrangements aimed at the protection of the population and national territory against the consequences of natural phenomena and environmental disasters, and also against technological and industrial accidents. The main tasks of the Ministry shall be: 1) organization and carrying out the arrangements aimed at the protection of the population and territory against the consequences of the potential emergencies and disasters, prevention, localization and liquidation thereof; 2) creation of the early warning system. The Ministry shall carry out the following functions: 1) information of the state bodies and the population of the natural disasters, emergencies, industrial accidents and the consequences thereof; 2) elaboration and validation of the instructions and regulations in the fields pertaining to its sphere of competence; 3) supervision over the observance of the environmental legislation.
