Abstract This National Plan of emergency response to nuclear and radiation disasters shall be applicable to central and local government bodies, natural and legal persons operating in the sphere of nuclear energy uses. National Plan shall be applied in case of leakage of radiation outside authorized sites and transboundary nuclear disasters on the territory of foreign states that can represent risks for the territory of the Republic of Kazakhstan. Nuclear disasters shall be classified as local, regional and global. Competent body in the sphere of civil protection shall ensure information of the population through early warning system in case of the outbreak of nuclear or radiation disasters.
