Federal Ecological, Technological and Nuclear Supervision Service and its territorial bodies shall be the authorized state institution entrusted with the task of carrying out permanent state supervision on hazardous production sites and waterworks. Permanent state supervision consists in enforcement of compulsory requirements set for operation of hazardous sites and waterworks, technological processes, maintenance, testing and inspection, and compliance with the aforesaid requirements of operating organizations that are owners of hazardous industrial production sites and waterworks.
