Technological disasters shall include transport accidents causing outflow of hazardous and toxic substances, pipeline accidents causing outflow of gas and oil pollution. Natural disasters shall include earthquakes, landslides, avalanches, floods and other dangerous natural phenomena. Ecological disasters shall include soil pollution by industrial toxic substances and pesticides, atmospheric pollution by hazardous substances and radiation level increase. Local emergencies shall be considered those damaging 10 persons. Provincial emergencies shall be considered those more than 10 but less than 500 persons. National emergencies shall be considered those damaging more than 500 persons.
