Target environmental quality indicators shall be set for the following components: (a) atmospheric air pollution; (b) soil pollution; (c) water pollution; and (d) environmental physical indicators. Target environmental quality indicators shall be set for maximum time period of 10 years. Elaboration of target environmental quality indicators shall include the following steps: (a) analysis of ecological situation; (b) study of the possibilities for the achievement of environmental standards; (c) setting criteria for the establishment of target environmental quality indicators; and (d) formation of the list and indices of target indicators.
