This Decree enters into force upon signature.
Abstract

This Decree sets forth rules and procedures on issuance of special permit for the construction, location, operation and termination of the activities of the facilities of ionizing radiation sources and of the storage facilities of radioactive substances and radioactive wastes. The documents required for application of the special permit are (i) radiological-sanitary passport of suitable warehouses and premises for storage of radioactive substances, equipment and devices, (ii) educational background of the experts who are engaged in carrying out the activities, (iii) information on geological, seismological, hydrological and meteorological characteristics of the location of facilities, (iv) program for prevention of accidents and elimination of their consequences, (v) program for measures to ensure radiation safety, (vi) information regarding near highways and railways, water resources, pipelines and communication lines, (vii) document reflecting the calculation of stipulated time limit for staff working in the radioactive area. These documents shall be examined by the experts. The special permit shall be refused in the following cases: (a) failure to submit documents specified herein, (b) submitting documents including inaccurate information and (c) in the absence of necessary conditions set forth herein for the applicant to carry out the activity.
