This Ministerial Decree establishes that all the commodities produced, imported and traded on the national territory shall comply with safety and quality requirements and standards, sanitary, veterinary and environmental rules and regulations. Poor quality (unmerchantable) produce (commodities) shall be subject to prohibition for circulation, confiscation and destruction or recycling by order of the competent state authority. Defective produce (commodities) shall be classified as follows: (a) partially fit that can meet standards after re-processing or recycling; and (b) unfit for consumption that is subject to mandatory destruction.
