Keyword Protected area Ecosystem preservation Cultural heritage Geographical area Asia, Central Asia, CIS (Commonwealth of Independent States), Europe and Central Asia, Landlocked Developing Nations, North Asia Abstract This Ministerial Decree establishes that biosphere reserve “Issyk Kul” shall be classified as protected area set up for the following purposes: (a) conservation, reproduction and management of natural ecosystems with rich natural and cultural heritage; (b) recreational use; and (c) long-term ecological control, monitoring, research and education. Land of biosphere reserve can be in state, municipal, private and other forms of ownership. Change of boundaries, zoning, management regime and also suppression of biosphere reserve “Issyk Kul” can be carried out exclusively by decision of the Government. Biosphere reserve “Issyk Kul” shall carry out the following functions: (a) conservation of natural landscapes, ecosystems and genetic diversity; (b) ensuring sustainable ecological development; (c) conservation of natural resources and ensuring ecologically safe nature management; and (d) ecological education of the population.
