This Ministerial Decree enters into force 10 calendar days after the date of its first official publication.
Abstract

This Ministerial Decree establishes the procedure for maintaining the state electronic register of holders of grain receipts, the procedure for issuing, circulation and redemption of grain receipts, as well as providing access to the state electronic register of holders of grain receipts. Grain receipt is a warehouse certificate in the form of a non-documentary non-issue security, confirming the ownership of a certain amount of grain. The following types of transactions are recorded in the register of grain receipts: (a) global operations; (b) operations on the personal account; (c) operations with grain receipts; and (d) information operations. Grain receipts transactions include: (a) issue of grain receipts; (b) redemption of grain receipts; (c) division of the grain receipt; (d) consolidation of grain receipts; (e) sale/purchase of grain receipts; (f) enrollment/write-off of a grain receipt; (g) transfer/receipt of a grain receipt as a pledge; (h) change of information on the pledge of the grain receipt; (i) return/receipt from the pledge of the grain receipt; (j) publication of the notice of trading on the grain receipt; (k) change of grain receipt data; (l) change of grain characteristics in the grain receipt; and (m) blocking/unblocking the grain receipt.
