Grain pertaining to state grain reserves shall be state property. The purpose of state grain reserves shall be to ensure food security. State grain resources subject to trading shall be destined for the following purposes: (a) regulation of internal grain market; (b) ensuring fulfillment of international agreements; and (c) replenishment and renewal of state food grain, seed grain and fodder grain resources. Amount of grains subject to storage as state grain resources shall be determined by the Government. Any type of grain can be stored as state grain reserve in equivalent of third-class soft wheat complying with the established standards.
