The following Federal Authorities are entitled to keep up the state water cadastre: Federal Service of Hydrometeorological Survey and Monitoring of Environment (as regards to "Surface Water"); Committee on Water Uses and Waterworks (as regards to "Water Uses"); Committee on Geology and the Use of Subsoil (as regards to "groundwater"). The Government of the Russian Federation establishes that the data of the state water register are the grounds for putting into effect managerial and other decisions, and are considered official in dispute settlement in the field of water uses and protection of water basins.
