Abstract

The purpose of this Technical Regulation shall be applicable to ethyl alcohol (including rectified ethyl alcohol), vodka and liquors produced and traded on the national territory. This Technical Regulation establishes: (a) compulsory safety requirements for ethyl alcohol (including rectified ethyl alcohol), vodka and liquors; (b) requirements for processing, handling, transport, storage, packaging, labelling and recycling of ethyl alcohol (including rectified ethyl alcohol), vodka and liquors; (c) traceability and identification of ethyl alcohol (including rectified ethyl alcohol), vodka and liquors; and (d) quality assessment of ethyl alcohol (including rectified ethyl alcohol), vodka and liquors. Traceability shall be applied for prevention of fraud, deceit and adulteration of spirituous products. Ethyl alcohol (including rectified ethyl alcohol), vodka and liquors circulating on the national territory shall conform to safety hygienic requirements set forth in the Annexes 1, 2 and 3. Trade of expired spirituous liquors shall be prohibited. Producers and traders of wine shall be responsible for ensuring product safety. Quality and compliance assessment of ethyl alcohol (including rectified ethyl alcohol), vodka and liquors shall be carried out in the following forms: (a) production control; (b) compliance declaration; and (c) state supervision.
