Licences for subsoil management shall be granted through tenders. Mining of common minerals and of local character, exploration of minerals of uncertain prospects and geological study by government order shall be licensed through direct negotiations. Licence must contain the following data: (a) type of subsoil management; (b) personal data and requisites of licence holder; (c) name of the object of licensing; (d) types of minerals; (e) location of the site; and (f) date of issue and period of validity of licence.
