Stay in hunting reserves with weapons, dogs, hunting birds, traps and other hunting gear or with game (hunting products) shall be qualified as hunting. This Ministerial Decree establishes that state supervision over hunting and game husbandry shall be carried out by the Ministry of Environmental Protection and Forestry Department. Hunting grounds shall be classified as follows: (a) allotted to state, social, cooperative enterprises, institutions and organizations; (b) non-allotted; (c) closed for hunting (urban and industrial areas, recreational areas, green belts and wildlife reserves); and (d) game reserves and national parks where hunting shall be regulated by specific legislation. State registration of wild animals and birds shall be carried out once in three years. Wild animals and birds inhabiting national territory in the state of natural freedom or repopulated in hunting grounds shall constitute hunting fund. Hunters shall be associated in hunting associations. Military servicemen who are hunters shall be associated in military and technical hunting associations. A hunter may be a member of only one hunting association. Hunting permits shall be issued by state forestry and hunting bodies. State forestry and hunting bodies shall have the right to issue hunting licences as rewards for shooting harmful animals, combating poaching and promotion of game husbandry. Hunting right shall be granted to citizens of 18 years of age who have passed hunting examination, are members of hunting associations and pay membership fee. Documents authorizing hunting shall be hunting membership card, hunting voucher and licence. The Ministry of Environmental Protection shall establish quotas for wild animals and birds subject to hunting for each hunting season date of the opening and of the closure of the hunting season and daily and seasonal hunting rates per animal per hunter. Hunting licences shall be issued by Forestry Institution within the established limits. Hunting licences shall be fee-paying. Hunting is classified and collective (by 3 or more hunters). Individual hunting shall be carried out in accordance with individual hunting licence. Collective hunting shall be carried out in accordance with collective hunting licence. Full text Russian
