Abstract

Ministry of Agriculture is authorized state institution exercising powers in the following areas: (a) agro-industrial complex; (b) irrigated agriculture and land reclamation; (c) land resources; and (d) also, within the limits provided by law, intersectoral coordination of government bodies in the field of activity related to its competencies.This Ministerial Decree stipulates that the Ministry of Agriculture shall be the authorized state institution in the sphere of agriculture, responsible for: (a) elaborating and implementing state agrarian policy; (b) ensuring food security; (c) state supervision in its sphere of competence, excluding over the forest sector, hunting, fisheries, management of water resources and protected areas; and (d) providing information support to the agro-industrial complex. The Ministry shall carry out the following functions: (a) coordinating state registration regarding the agro-industrial complex; (b) realizing scientific and technical programs on selection, seed testing and pedigree stockbreeding; (c) recording of pesticides; (d) preventing environmental pollution in the process of carrying out veterinary arrangements; (e) preventing the spread of infectious animal diseases; (f) keeping the state herd book; (g) testing and approbation of selection achievements; and (h) monitoring seed and grain resources.The Ministry shall perform the following tasks: (a) formation of the state’s agricultural policy, development plans, national projects in regulated areas; (b) formation of the foundations for creating a competitive agricultural commodity production, ensuring food security and mobilization readiness at the national level; (c) information and consulting support (extension services) for the agro-industrial complex; (d) implementation of intersectoral coordination and public administration in regulated areas; (e) implementation of methodological management of the activities of other government bodies within their competence; (f) formation of state policy in the field of ensuring rational and effective land management; and (g) implementation of other tasks assigned to the Ministry, within its competencies.
