Criteria of ensuring food security shall be: (a) availability of foodstuffs; (b) economic accessibility to foodstuffs; and (c) ensuring food safety. The purpose of monitoring shall be timely and immediate decision-making related to ensuring availability of foodstuffs. Monitoring shall be gradual and it shall include: (a) data collection; (b) data processing; and (c) data analysis. Monitoring shall be related to: (a) foodstuffs production output, distribution and availability of food reserves; (b) formation, availability and management of state food reserves; and (c) prices for socially important foodstuffs.
