Abstract

This Decree lays down rules for the navigation of vessels in territorial waters, entry to and exit from sea ports, as well as measures to protect ships, passengers, cargo, port hydraulic structures and the protection of the marine environment in ports. To this end, the Decree regulates the interaction between the State Maritime Administration, the Ministry of Emergency Situations, the Naval Forces of the Ministry of Defense, the Coast Guard of the State Border Service, the customs authorities, the Center for Water Transport Hygiene and Epidemiology and port authorities. This Decree sets forth the requirements for the navigation and inspection of ships in the territorial waters and entry to and exit from ports, including fishing vessels. Moreover, this Decree sets forth provisions on the duties of the State Maritime Agency, identification of ships, the duties and liabilities of ship's captain or operator as well as of the port officials during the entry to, stay at and exit from sea ports, and the registration of entrance and exit of ships.
