Abstract

Provision of the population of Russia with potable water is a priority problem for many regions, the solution of which is necessary for conservation of health, improvement of working conditions and raising standards of living of the population. In most cases water quality of surface water basins of Russia does not comply with normative requirements and is assessed as unsatisfactory for all types of water uses. Groundwater used for water supply of the population is of better quality and in general complies with State Standard “Potable water”. The problems of improvement of water supply of the population and quality of potable water are of national importance and require complex solution. The main purpose of the present Federal Special Program are the improvement of the provision of the population with potable water of the standard quality and with sufficiency; improvement on this basis the state of public health and rendering healthy socio-ecological situation in the Russian Federation; restoration, protection and rational use of the sources of potable water supply. The document consists of 6 Sections. Section 1 defines the concept of the Program. Section 2 establishes the purposes, terms and stages of the realization of the Program. Section 3 contains the list of the investment sub-programs. Section 4 regards scientific, technical and innovation sub-programs. Section 5 regards normative and legal provisions. Section 6 regards resource coverage and mechanism of the program arrangements.
