To this end, the Ministry shall: (a) implement agricultural policies; (b) coordinate agricultural reforms, introduce lease and farming enterprises; (c) implement state policies on seed selection and growth, stockbreeding, veterinary matters, plant quarantine, poultry farming and fish farming; (d) manage surface water in accordance with basin principles and manage irrigation systems; (e) implement state policy on the management, conservation, protection and development of forests; (f) elaborate agricultural development programmes; (g) enforce plant quarantine regulations; and (h) establish water management restrictions.
