Each fishing area shall constitute a single lot. Tenders shall be organized and carried out by the Federal Fisheries Agency and regional executive bodies. The following mandatory requirements shall apply to all applicants: (a) absence of bankruptcy or liquidation procedures; (b) the applicant’s business has not been suspended in accordance with the Code of Administrative Procedure; (c) absence of tax and dues arrears; and (d) absence of a court decision of mandatory dissolution of contract for breach of terms and conditions thereof in the past two years.
