It applies to the following activities: (a) exploration, prospecting of minerals and mining; (b) manufacturing and trade of liquors and spirits; (c) hunting and trapping; (d) energy production; and (e) manufacture and trade of hazardous, toxic, poisonous and radioactive substances. Foreign licences shall be recognized on national territory in accordance with international agreements. All citizens and legal persons shall have equal rights to obtain licences. Preferential rights shall be granted to state enterprises for activities pertaining to state monopolies. Licences shall be classified as permanent when valid indefinitely and provisional when valid for under two years.
