Abstract

This Ministerial Decree shall be compulsory for forest owners, timber cutters and other natural and legal persons. Mountain forests shall be considered forests growing within mountain systems with relative height of locality over 100 metres and with average degree of inclination over five grades, and also growing on mountain plateau and table irrespectively of the degree of inclination. The Ministerial Decree consists of 13 Sections dealing with: (1) general provisions; (2) timber extraction methods and techniques; (3) felling in the first category forests; (4) felling in the first category coniferous forests; (5) felling in the first category deciduous forests; (6) felling in the prohibited areas of the deciduous forests along the banks of rivers and water reservoirs, lakeside and the banks of other waterbodies; (7) felling in the second category forests; (8) felling in the second category coniferous forests; (9) felling in the second category deciduous forests; (10) ecological and forestry requirements for cutting area work; (11) use of felling debris and land clearing; (12) forest reproduction in the cutting areas; (13) liability. Main use felling must ensure: (a) forest conservation; (b) timely substitution of mature forest with underwood; (c) reproduction of the precious forest species in the cutting areas; (d) sustainable and inexhaustible forest management and rational use of forest land; (e) improvement of forest productivity. Trees and shrubbery of precious and rare species shall not be destined for main felling. In the protected areas, national parks and nature reserves shall be authorized only cleaning cutting and sanitary felling.
