Abstract

The Prime Minister decrees that Federal Veterinary and Phytosanitary Survey Service is a federal executive body authorized to carry out functions of control and supervision in the sphere of veterinary medicine, circulation of medicines for veterinary use, quarantine and protection of plants, land relations (in the part concerning agricultural lands, the turnover of which is regulated by the Federal Law "On turnover of agricultural land"). Federal Veterinary and Phytosanitary Supervision is under the jurisdiction of the Ministry of Agriculture. Federal Veterinary and Phytosanitary Supervision is authorized to carry out the proper plenary powers on the territory of the Russian Federation, EEZ and continental shelf of the Russian Federation and, in cases envisaged by the international treaties and agreements on the territory of foreign states and open areas of the World Ocean. Federal Veterinary and Phytosanitary Supervision carries out the following functions : 1) registration and analysis of the infringement of the technical requirements and other normative documentation in its sphere of competence ; 2) submits, within the limits of its competence, proposals for the introduction and cancellation of quarantine on the territory of the Russian Federation or a constituent entity of the Russian Federation; 3) issues veterinary, quarantine, phytosanitary, re-export certificate and certificate for the transportation of commodities under its jurisdiction; 4) performs veterinary supervision and state quarantine phytosanitary control (supervision) over production activities in seaports and on fishing vessels; 5) issue import and export authorizations for commodities under its jurisdiction; 6) represents the interests of the Russian Federation in the international organizations and in relations with foreign states as regards ensuring animal health, safety of raw materials and products of animal origin and animal feed; and 7) establishes and abolishes quarantine phytosanitary zones.
