Abstract

This Decree stipulates that a federal grain stock shall be created to meet the demand for grain and its derivates, maintain state grain reserves, provide rural producers of agricultural commodities with elite and hybrid seeds and export grain under international agreements. The Government shall nominate an official state purveyor of grain. The federal grain reserve shall be created by purchasing grain at market prices on a contractual basis either in the Russian Federation or, in case of necessity, from abroad. Grain purchased for the federal grain reserve shall be the property of the Russian Federation and shall be registered separately. Export of grain under international agreements shall require a licence issued by the Ministry of Economy.
