It establishes that supply of communal services shall be regulated by contract concluded between service provider and consumer. Contractual arrangements must comply with the following requirements: (a) for cold and hot water supply with hygienic requirements, quality and temperature of supplied water; (b) for sewerage with total sewage disposal all the year round; and (c) for waste disposal with total waste disposal in accordance with sanitary and epidemiological requirements. Payment of services shall be carried out in accordance with charges and tariffs validated by the authorized state institution in accordance with the established modalities.
