Abstract

The hunting grounds shall be classified as follows: 1) hunting grounds conceded on lease to legal entities for the purpose of hunting; 2) hunting grounds forming the state hunting reserve posted under the jurisdiction of the local self-government. Citizens in possession of hunting rights can form hunting associations. Contract for lease of hunting grounds shall be concluded for the period of no less than ten years. All capable citizens of 18 years of age in possession of armorial bearing licence shall be granted hunting right after the payment of hunting fees and dues, and after sitting in the special hunting test. Foreign nationals can be granted hunting rights if in possession of hunting authorization issued by the country of origin. Hunting shall be carried out in conformity with the state hunting authorization, and also hunting permit and (or) hunting authorization for some species valid for one occasion only that shall be issued by the lessee of the hunting grounds. Hunting shall be considered illegal in the following cases: 1) in the absence of hunting authorization and armorial bearing licence; 2) during prohibited season and in the prohibited areas; 3) hunting of protected or endangered animals; 4) in case of excess of the established rate of hunting animals; 5) with the utilization of prohibited hunting gear and prohibited hunting methods. Hunting of moles except for protected areas and national parks shall be carried out without hunting authorization. Hunting with guns of the harmful animals (wolves, foxes, stray cats and dogs, crows and magpies) shall be carried out for the whole duration of hunting season. Owners of single plots of land, landowners and land tenants in the process of economic activity must ensure protection of habitats and reproduction grounds of wild animals and birds.
