The authorized institution shall issue unitary authorization for import and export of quarantine products and permits for import and export of cargo subject to quarantine and veterinary inspection. Quarantine arrangements shall be applicable to: (a) seeds and planting material; (b) collections of pests; (c) vegetables, fruits and edible nuts; (d) grains and cereals; (e) timber and packaging materials (except for synthetic materials); (f) means of transport arriving from foreign states or from areas under quarantine; (g) farms specialized in planting; and (h) agricultural land, forest land and water conservation areas.
