The Ministry of Natural Resources and Environmental Protection shall carry out the following functions: (a) expert opinion on growing, cultivation, collection and procurement of prohibited crops; (b) research; (c) validation of environmental impact limits in the process of destruction and disposal of narcotic substances, psychotropic drugs and precursors. The Ministry of Agriculture shall carry out the following functions: (a) supervision over the use of narcotic substances, psychotropic drugs and precursors for veterinary purposes; (b) supervision over plant selection activity with a view of preventing level increase of narcotic components in plants; and (c) supervision over localization and restriction of the population of cannabis and other prohibited crops.
