Abstract

This Ministerial Decree, for the purpose of protection of thermal and medicinal waters, conservation of natural beneficial factors and prevention of environmental pollution, to establish water conservation zones and sanitary protection zones of health resort “Jalal-abad” and health resort spa “Teplyje kljuchi”. Water conservation zone shall be classified in three categories: (a) zone of strict regime; (b) zone of restrictions; and (c) observation zone. It also establishes the list of prohibited activities within the aforesaid protected areas including: (a) in zone of strict regime shall be prohibited permanent or temporary inhabitancy of citizens, construction, excavation works, waste disposal, grazing and passage of all means of transport; (b) in zone of restrictions shall be prohibited construction, mining, water treatment installations, wells, burial grounds for animal refuse, tourist camps, application of chemicals, pesticides and grazing; and (c) in observation zone shall be prohibited all works that could change landscape, effluent waste water discharge, application of toxic chemicals, organization of burial grounds for animal refuse and cattle farms.
