Abstract

On the grounds of the request of the administration of Tchukotka Autonomous Region of the Russian Federation approved by the State Committee on Environment of the Russian Federation and by the State Committee on Development of the North of the Russian Federation the government of the Russian Federation issues the hunting authorization for two Groenlandian whales for the needs of small indigenous populations living on the territory of Tchukotka Autonomous Region of the Russian Federation. The hunting authorization is issued on condition that marine mammals ought to be inspected by a scientific team and the meat and the by-products be destined exclusively for the local use. The Ministry of Foreign Affairs of the Russian Federation is entrusted to communicate the contents of this Ministerial Decree of the government of the Russian Federation to the secretary of the International Whaling Commission and the US government specifying that whale-fishing is a part of the local indigenous traditional custom.
