This Ministerial Decree enters into force ten calendar days after the date of its official publication.
Abstract

This Ministerial Decree establishes phytosanitary requirements for different kinds of imported plant products. In particular, it establishes the procedure for the removal and destruction of regulated products contaminated with quarantine objects that are not subject to disinfection or recycling. If infected regulated products cannot be returned to the supplier, and decontamination or recycling does not guarantee complete destruction of regulated species subject to quarantine inspection and there is a risk of their penetration and spread, these products are subject to seizure and destruction. If the owner of regulated products has disappeared or has refused to retrieve quarantine products contaminated with quarantine objects, the issues related to the procedure for storage, removal, or destruction of regulated quarantine species shall be decided by the local executive bodies of the relevant administrative-territorial unit within one working day. Withdrawal of contaminated regulated products (including from postal items, hand luggage and luggage) at phytosanitary checkpoints; (ii) The number of items, hand luggage and luggage at phytosanitary checkpoints shall be performed by the state inspector on quarantine of plants, with drawing up the act of withdrawal of regulated products, infected by quarantine objects, that are not subject to decontamination or recycling in accordance with Annex 1.
