Abstract

This Regulation establishes the procedure for the development, setting and revision of environmental quality standards for chemical and physical indicators of the environment, as well as on the approval of regulatory documents in the field of environmental protection, setting technological indicators of the best available technologies. Quality standards are established to assess the state of the environment in order to ensure favorable conditions for human activity, rational use of natural resources, preservation of natural ecological systems, genetic fund of plants, animals and other organisms. When establishing quality standards, the indicators are used, which are controlled through the use of appropriate measurement methods (methods), indication methods and (or) testing approved in accordance with the legislation of the Russian Federation. Quality standards are developed and established for certain components of the natural environment: (a) atmospheric air; (b) water of surface water bodies; (c) water of underground water bodies - sources of potable and domestic water supply, as well as groundwater resources determined as reserve sources of potable and domestic water supply for the provision of drinking water to citizens in case of the outbreak of natural disasters; and (d) soil (land). Quality standards are developed and established at the maximum permissible level of values obtained on the basis of laboratory test results, or for territories and water areas at the level of values (in the range of permissible deviation from values) of natural background indicators, formed under the influence of natural factors, typical for a particular territory, water area.
