The Cabinet of Ministers shall have the competence to allocate closed waterbodies including waterbodies of the protected areas while all the other closed waterbodies shall be allocated by the local administration to legal and natural persons for individual water use. Common water use of the waterbodies allocated for individual water use shall be authorized on conditions established by the state environmental and water institutions. Water user to whom a waterbody has been allocated for individual water use shall be obliged to announce publicly the conditions of common water use or the prohibition thereof. Restrictions of water use for fire prevention arrangements and the prevention and mitigation of the consequences of natural disaster shall be prohibited.
