Strict observation of special regime on the territory of water conservation zones is a constituent part of complex environment protection measures aimed at the improvement of hydrological, hydrochemical, hydrobiological, sanitary and ecological state of water basins and improvement of adjacent territories. Width of water conservation zones and adjacent protective areas is established as follows: 1) for rivers, former riverbeds and lakes on the basis of the average long-term water level reduction during summertime; 2) for reservoirs on the basis of the average water level reduction under the condition of normal backwater level; 3) for seas on the basis of maximum rising tide; 4) for swamps on the basis of their boundaries (zero level of peat bedding). Water conservation zones as regards swamps formed within riverheads and for other types of swamps flowing into water collection basins are established on adjacent territories. Intermediate felling and other forestry measures are authorized on the territory of water conservation zones if they are aimed at the protection of water basins. Plots of land within the boundaries of adjacent protective zones can be conceded for the accommodation of water supply services, recreational facilities, fishing, hunting waterworks, harbour and hydrotechnical facilities in the presence of water use licences that establish requirements for the observance of water conservation regime. Constitution of water conservation zones doesn't entail either expropriation of the plots of land from landowners, landlords, tenants or the ban on the transactions of the plots of land, except for cases envisaged by law. Persons guilty of the infringement of the water conservation zone and adjacent protective zones' regime are liable to prosecution in accordance with the legislation currently in force.
