Abstract

This Ministerial Decree implements the 1985 Vienna Convention for the Protection of the Ozone Layer and the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer. It establishes that, as from 1 March 2000, the Russian Federation’s import and export of ozone-depleting substances and products containing them shall be authorized in the following cases: (a) their use as raw materials to manufacture other chemicals; (b) special cases envisaged by the Montreal Protocol; and (c) transit through the territory of the Russian Federation from and to state Parties to the Montreal Protocol.
