It establishes that, as from 1 March 2000, the Russian Federation’s import and export of ozone-depleting substances and products containing them shall be authorized in the following cases: (a) their use as raw materials to manufacture other chemicals; (b) special cases envisaged by the Montreal Protocol; and (c) transit through the territory of the Russian Federation from and to state Parties to the Montreal Protocol.
