Abstract This Ministerial Decree requires state registration of all activities that have a negative environmental impact on the atmosphere, surface water or groundwater, land or soil, plants or animals, in order to: (a) prevent environmental pollution, degradation, damage, exhaustion and other negative impacts; (b) control environmental impacts and manage natural resources; (c) provide access to environmental information. State registration shall be based on the following principles: (a) efficiency; (b) coherence of information at all administrative levels; (c) complex information on environmental impacts; and (d) availability of information on the state of the environment and negative impacts thereon.
