Abstract State expertise of subsoil is a complex expertise of information on deposits of minerals and other properties of subsoil for the purpose of their utilization in the process of subsoil management. Stocks of minerals of the explored deposits must pass state expertise for the purpose of setting up conditions for rational and complex use of subsoil, fixing land charges for the use of subsoil and determination of boundaries of the plots of subsoil conceded for the purpose of subsoil management. Right of use of subsoil is authorized after carrying out state expertise. State expertise of subsoil shall be carried out by the authorized institution – State commission on deposits of minerals and it territorial branches as regards common minerals. The main target of state expertise is analysis and valuation of materials containing information on stocks of minerals and properties of the plots of subsoil for the purpose of their rational use. State expertise of subsoil must valuate: 1. reliability of data regarding quality, quantity, composition, technological and other properties of the stocks of minerals, and also other particulars of subsoil; 2. completeness and reliability of geological, ecological (based upon positive resolution of state ecological expertise) data regarding conditions of extraction of minerals; 3. results and quality of exploration, prospecting, operation and other work on geological study and valuation of subsoil.
